Westchester Board of Legislators Approves 2011 Budget; County Exec Says Budget is "Filled With Gimmicks"
Members of the Westchester County Board of Legislators voted to override County Executive Rob Astorino's vetoes and approved a 2011 spending plan today that reduces spending by $28.5 million from the 2010 budget and cuts taxes by 2%.
There were overrides on 247 of the County Executive's 249 vetoes.
Democrats on the Board say the spending plan approved presents a more "fiscally responsible alternative to the County Executive's original budget proposal."
"Westchester County is still facing one of the most unprecedented, tumultuous economic downturns in its history. The Legislature has approved a budget that lowers the tax levy, reduces spending and protects public safety, health and essential services," said Legislator Peter Harckham (D-Katonah).
The 2011 budget that was adopted totals $1.79 billion and includes:
A tax reduction of 2%
Restores public safety, health and service cuts made in County Executive Rob Astorino's budget
Reduces the County workforce by 10%
Eliminates the County Executive's proposed one-shot to bond tax certioraris
Provides six-months of transitional funding for community mental health clinics
Restores funding to community health centers and child care services
Reinstates Westchester's contract of the Section 8 program
Westchester had until December 31 to have a new budget in place.
County Executive Rob Astorino expressed disappointment with the new budget following the vote saying it is filled with "gimmicks" and "questionable revenues."
"The Democrats on the Board went on a spending spree this month," said Astorino, "Next month, the bills will start coming in. The bill has to be paid and it can't be paid with phony revenues." He went on to add, "This budget by the Democrats is government by gimmicks."
The County Executive said on Monday he will begin a detailed review of the budget with his budget and finance team and come up with a "full assessment of the damage."
